The upcoming fourth season of* Mayor of Kingstown* is all about "consequences," co-creator and star Hugh Dillon tells **. **

The Jeremy Renner-led crime thriller, which was created by Dillon and Taylor Sheridan, makes its official return to Paramount+ this October, and* * has your exclusive first look at all the new and familiar faces who will soon be jockeying for power in the wake of season 3's dramatic finale.**

"It's a detonation, not an escalation," Dillon, who also stars as homicide detective Ian Ferguson on the series, says about the forthcoming season. "The blade's sharper. The cuts go deeper. It's about the intricacies of human emotion under pressure, and the choices we make when we have no good choices left. It's an incendiary season 4."

Season 3 ended with Renner's Mike McLusky murdering Russian mobster Milo (Aidan Gillen), learning of Iris' (Emma Laird) death, and discovering that his brother Kyle (Taylor Handley) had been arrested for attempted murder after shooting at Robert (Hamish Allan-Headley). And, as it turns out, that may not be the only part of his past that's coming back to haunt him. **

"The past doesn't catch up with you. It reloads," Dillon explains. "So it's coming and, in Mike's case, it is right there. And Mike isn't somebody who runs, and that's what's interesting. He stands and fights and he's not ruled by fear or greed. So we just follow the truth of this character." **

Dillon, who grew up in a town near a penitentiary throughout the '70s and '80s, says that he and Sheridan originally constructed the series years earlier as a way of exploring the "cycles of violence and institutional decay and how that manifests itself emotionally and physically" amongst people living in the surrounding area. It was also an important way to showcase how these everyday individuals "absorb this life" in extraordinary circumstances and still "stay strong."

"We based [*Mayor of Kingstown*] on a guy that I've known growing up where I'm from," he says. "And so it's interesting when you find these individuals who just have crazy integrity and authenticity… Renner does such a great job of locating the authenticity of this character [Mike] and [becoming] this focal point in this world." **

Several of EW's first-look images spotlight Renner's emotional performance as Mike throughout season 4, ranging from him being held back from what appears to be a physical altercation by a gaggle of police officers to him reaching out to fist bump Kyle from the other side of the glass while visiting him in prison.**

"I will say that Jeremy Renner is at the top of his game after his comeback," Dillon adds. "Just firing on all cylinders. It's exciting."

In another, Mike can be seen shaking hands with Anchor Bay's newest prison warden Nina Hobbs, played by Edie Falco. **

"What I love about what we've constructed is that it has an unpredictable velocity that you cannot look away from. [Falco's] character is that personified," Dillon says of her character. "It is that unpredictability, which means it's forever fascinating. I could watch her just in the monitors. She's just so effortless. I've been a fan of hers for so long and then when you see her just at work, in the [*Mayor of Kingstown*] world, and with Jeremy Renner… it's explosive."

The pair will go toe-to-toe throughout the series, with Mike intent on looking after his own who are currently within the prison system. Meanwhile, just outside of Anchor Bay, he must also work to prevent an all-out gang war from destabilizing the town as new players come into the fold hoping to take over with the Russians no longer in the equation.

Falco is one of several new stars joining in season 4. Lennie James (*The Walking Dead*) is also set to star as Frank Moses, a well-respected gangster who was inspired by a real-life drug dealer that Dillon knew who was never arrested.**

"We always talk about gangsters and convicts and jail time, and I was always interested in this concept," he says. "And Lennie knocked it out of the park just as Frank Moses. There was just a sophistication to this gangster that's pretty rock and roll that's kind of fun to watch."

Laura Benanti (*The Gilded Age*) swears in as Cindy Stephens, a new correctional officer and single mother who has been recently recruited to Kingstown.

"I remember when the original prison in Kingston decommissioned, I was [scouting] it for Taylor," Dillon remembers. "And there was a female correction officer there that I had talked to. To me, it was always an interesting story and it was just a matter of time until we had the runway to explore it." **

He describes Cindy as someone who really "needs this job" — especially its money and health benefits — in order to provide for her family. **
